Jan 2026 Gonzales Poll Shows Overwhelming Support for P3s
In January 2026, Gonzales Research & Media Services conducted a statewide survey of Maryland voters on transportation priorities and funding approaches. The poll examined support for major infrastructure projects, like replacements of the Chesapeake Bay Bridge and the American Legion Bridge. It also asked voters about the use of Public-Private Partnerships (P3s), a model where the private sector helps finance, build, and deliver projects, often in exchange for long-term revenue such as tolls. The results show strong support for both infrastructure investment and the use of P3s to deliver major projects.
Maryland voters widely recognize the need to address congestion and improve key transportation corridors. A majority support using P3s to help move these projects forward. This includes support for applying the P3 model to major projects like the American Legion Bridge and a new Chesapeake Bay Bridge.
Notably, voters are willing to accept tradeoffs, such as tolling, in exchange for getting projects built sooner. The poll showed steady support for P3s across political parties, regions, and demographic groups. Overall, the findings point to broad agreement that Maryland needs to invest in infrastructure and that P3s are a viable tool to help deliver those projects more efficiently.

They discuss why Maryland’s infrastructure funding is struggling, and how we can use P3s to fund major infrastructure projects.
